This is quite a nice anime, and it resembles FMA a lot.
The german army, the sections, only missing the alchemy part. Also has some secret society but not well developed.
This anime is what happens when you have incredible hulk which can destroy tanks and mix it with some FMA background.

Why didn't anyone think of this before? The ultimate antitank weapon is a man without fear and with a big gun!

Pumpkin Scissors shows a bucketful of promise and then proceeds to empty this bucket to gutter. The story of PS follows army's special unit for war relief. A long war has ended but the country still suffers from the aftereffects. Pumpkin Scissors goes around and tries to help people against cruel nobles, criminals or famine. It is lead by enigmatic captain Hunks whose relaxed ways hide the seasoned veteran whose experience and ability in military ploys is unrivaled. Operations are lead by idealistic lieutenant Alice Malvin, daughter of one of the top noble families. She's quite adamant of bringing justice to world despite who the culprit is. Backing her up are sergeants Oreldo and Machs, the first a flamboyant playboy and the second mild mannered nice guy. At the office cute and silly Stekkin is keeping things under control with their dog Mercury. At the beginning of the series this troup is joined by mysterious Orlando, who has a habit of going berserk when blue light is shun to his eyes. Also, he is a living antitank weapon with his huge handgun and suicidal attitude.

The most easiest way of describing Pumpkin Scissors is to say it shows how a series like Ghost in the Shell: Stand Alone Complex should not be made. It has all the same elements of conspiracies in the political and military world and a special team becoming involved in this. Unfortunately, as perhaps the character descriptions tell, this show takes a more humorous approach to things. Combined with the rather unbelievable human antitank weapon, this takes a whole lot of edge off the credibility. It would also help if the humor was actually funny, but namely I could count the really funny parts with five fingers through the whole series (the urine sample sketch recurring in one episode almost made me sick). Adding to the misery, the story is just getting interesting when the series ends. I got still one complain to make about the pacing which is ridiculously slow in multiparter stories. Especially the last story with the ball is a prime example of how one can completely destroy any mood or tension by streching out a relatively simple scene for over two episodes. Well, as you can see, the story in Pumpkin Scissors leaves a lot to desire. However, the basic idea of corrupt military and political system with secret plans inside and outside the official system is good enough and the series touches many interesting aspects of postwar state of society and people. Too bad these positive things are destroyed by the (occasionally horrid) execution.

The characters are more likeable but I had hard time taking them seriously. As I said earlier, the series is far from serious at times and the characters have quirks that are supposedly making them likeable. It didn't work for me and I didn't really get attached to them. Most of them are however well developed and act well within the story. There are episodes dedicated to their past and their current motives to flesh them out. Unfortunately, in the end the picture I got from them was the same as the rest of the army had: Bunch of clowns thrown aside where they could do the least harm.

On the animation side I have no complains. The world of Pumpkin Scissors looks very interesting. It's an untimely place where the division of common people and nobles is still steep and the technology is somewhere between the world wars. Sceneries from the poor alleys to the fine parties of the nobles are nicely depicted. Character designs are appealing and movement is smooth. From the sounds I have to say that Pumpkin Scissors features some of the most unappealing opening and ending songs ever. The opening sounds terrible with its raped German and excessive yelling and the ending is a bit too silly for its own good.

It's quite funny that Pumpkin Scissors could have been a whole lot better in two ways. Either it could have gone totally serious and become an alternative GitS or it could have gone totally berserk throwing away any sense and having the series consist of either Orlando blasting tanks or Alice sword fighting in a ripped gown. Now it's a sad evidence of trying too many things at the same time and it doesn't even have the furry appeal of Utawarerumono.

Pumpkin scissors is phenomenally different. It's occasionally dark, it's frequently funny. It deals with serious issues like post-traumatic stress and healing the emotional wounds of the people most affected by a war that nobody thought would ever end.
