In the same vein as "Kujibiki Unbalance", "Getsumen Toheiki Mina" is an anime that begun it's life as a fictitious anime within the television series "Densha Otoko". The anime series was extremely popular among the otaku of the television series; however, the difference ends there.

I would best say that this anime is best viewed as a spoof of the magical girl genre. Indeed, many things are pretty much over the top in the series, ranging from storyline, the multiple roles that the character has to play, the over-the-top change of costume, the striking of poses before badguy beatdown occurs, the secret identity which must be protected (even though it's kind of obvious... yet nobody gets that she's a superhero...).

Animation-wise, studio Gonzo fails yet again to disappoint. It's not exactly top-notch, but where it should matter and how it should look, Studio Gonzo pulls it off respectably.

Story-wise, I feel that it may be too over the top for people to be comfortable with. I mean, I love over the top campy stuff... (MINA'S WEAPON CAN NOW REACH EARTH IN AN AVERAGE TIME OF 14.7 SECONDS)... But you know, that stuff isn't for everyone.

I can't say that the characters are incredibly memorable. Mina does happen to have several moe moments, but other than that, no lasting impression seems to have set to my opinion.

Lastly, I totally recommend watching this if you want something light, comedic, over the top, and enjoyable. It's something that should ultimately end in rofls.
