| By the end of the twentieth century, melting ice caps and global warming have started to threaten Earth's coastal cities. Tokyo has battled this crisis with large-scale development projects, shoring up Japan's coastline with the aid of giant mechanized exoskeletons called "Labors." Of course, as with any new technology, it's not long before Labors are being used for crimes as well, so the Tokyo police department comes up with the logical response: "Special Vehicles Divison 2," police who will combat Labor crimes with Labors of their own. There are only two problems. One is that Division 2 is considered a joke by the rest of the Department, which isn't remotely convinced that it's worth the money it costs to maintain. That attitude isn't helped by the other problem: the Division 2 members themselves. Between the earnest young Izumi, who seems to love her Labor a little too much, the violent Ota, who would rather fight than do just about anything else, their entirely too laid-back commanding officer, Captain Goto, and the rest of the misfits in Division 2, the Labor criminals may not have too much to worry about...
