| It is distant future, when science technology has highly developed. It is also the world where the use of science technology is restricted after the last war.
This is a city of ladder to the Heaven, Mardoch City. The protagonist Ballot is a girl prostitute who is a love of Shell. He is an owner of a casino as well as a gambler. Ballot closes her mind because she spent hard life, and she is about to be killed following the Shell's own rule. But she is helped by an officer, Doctor, and Ufcock, a mouse type all purpose weapon. To save her, the emergency law, "Mardoch Scramble 09", is applied to her. It enables her to use forbidden science technology, and she obtains the power to interfere with any electric device.
