Celestine was sentenced to be held in statis on the moon forever. Because he basically tried to pull a Lucifer. He wanted to be the one to make the decisions and bring utter peace to the world. His approach was the problem and the fact that he tampered with one of the angels who is an avatar of time (Belldandy of the Present). His actions forced her to kill and as a result go into shock.
