Madoka is the more serious cheerleader and spends most of her spare time keeping Shiina and Misa (she's literally rarely seen out of their company) out of trouble or goofing off. She has a husky voice and hates playboys.
In the anime;
Like her friends mainly just makes cameos. When an episode centers around them spying on Negi and Konoka, she poses as a tough boy while Shiina and Misa were tan-skinned girls. She/he scolded Negi for allowing his dropped icecream to dirty up the sole of Shiina's shoe (maybe pretending to be her brother, friend or date) and acted as if she/he were going to take Konoka, until Negi's sneeze blew the belt buckle right off (it's assumed the reason for so many shocked expressions is that she forgot to wear panties) and became emotionally distraught for a while.
In the manga;
Merely for fanservice.

Poor Madoka has a deep husky voice that makes her sound older than she actually is. She is the more serious of cheerleaders, but can't help but poke fun at Negi during Fuka and Fumika's "tour", pointing that he was "checking out" Shiina.
