Kiyone was the partner to Mioshi until the gir suddenly went missing on earth and was thought to be dead after she refused to come back, much to Kiyone's delight since to her being partners with Mioshi was more like being a babysitter than anything and seemed to sap the poor young woman of every scrap of sanity and paitence. She lived in a world of bliss after Mioshi's "death" and every morning partied as she perpared for work until she was given the job of looking for Mioshi when it was realized that she was alive and sending entries from earth; though she hoped with all her heart that Mioshi was dead. She asked Tenchi if he had seen her and was hugged when her old partner saw Kiyone was on the same planet as Mioshi had always seen Kiyone as her best friend while Kiyone saw Mioshi as a pain in her butt that she could never get rid of. Kiyone is/was a very respected officer even if she works in earth's orbit and strives for bigger and better things but normaly overreacts when Mioshi does or says silly things, usually causing her own failures. When she first arrived she had very startled reactions to Ryoko the space pirate, Washu the mad genius, and the Jurain princesses all living under the same house of a young man as normal young man as Tenchi and, like Mioshi, seems to be constantly broke. Even though she isn't attracted to Tenchi like Mioshi, Aeka and Ryoko are, Kiyone can be possessive of him because she sees him as the only reason she's allowed to patrol earth Due to having such a bubblebrain for a partner, she can be irritable and shout and yell when she's about to catch a criminal. Because they are roommates in their own apartment, she knows exactly how Mioshi's mind works, though it's not really something she feels like bragging about.

Kiyone is graduated second in her class from the Galaxy Police Academy. She is a very capable officer and after teaming up with Mihoshi believes that Mihoshi will end her career.
She is the opposite of Mihoshi if you like. Someone who is sensible and not a danger to themselves.
