Juli is the top student of the Zwei, but doesn't seem to like actually taking command. Despite that, she is put in charge of the Zwei when Aires Blue takes control and is made Captain of the Ryvius after he is overthrown. She takes care of Pat for some of the series and is just generally a nice person.
Despite Blue's rather aggressive approach(ie, he holds a gun to her head once or twice) she falls in love with him and it's said that this love is returned despite the two never admitting it to each other.
