Mei is Narus' little sister. Many Negima fans feel she is also the Mei of the Negina manga, as we never learn her former sir name.
In the anime:
Mei appears as a selfish and bratty child, trying to force Keitaro and Naru apart as they begin to get along so well with the alliance of Kitsune. She wished to travel, and hoped if Naru had no reason to stay in Hinata, she would return home, leaving her free to pursue her own venture. Mei realized, however, she was being selfish and tried hard to keep her sister and Naru under the same roof.
She appears twice more as a more helpful character in episode 25, the Spring Special and making a visit in Love Hina again, apparently to check up on Naru. Mei apparently gets along quite well with Su, Shinobu and Sarah and seems to be on the same level of maturity as Shinobu.
In the manga:
She doesn't appear, but is mentioned in the final book.

Mei Narusegawa is Naru's younger sister who seems to have a percistant personality.
In The Anime
Kitsune encounters her spying on Keitaro and Mutsumi while following a trench coat wearing Naru who was doing the same thing and realized that the only way to get Naru to return home so she could travel herself was to get Keitaro and Mutsumi to become a couple and conspired with a bored Kitsune who discovered what the little redhead was up to. Mei sticks around through Christmas and Spring and gets along veyr well with Su, Sarah, and Shinobou since they all seem to be carrying on the traddition of adventerous girls when Naru and Keitaro go missing. Even though she tried to break them up, Mei realized her sister and Keitaro really wanted and were meant to be together and during Kanako's prescense at Hinata Apartments, offers to stay passed her beinning semester so she could make sure Naru would be okay because deep down she is really loving of her sis.
In The Manga:
Mei isn't really seen that much in the manga, but toward the end, you see her in a lineup of the second-final page of the last volume.
