Sarah MacDougal is an American girl who is "so two-faced, it's ridicolous". She can come off as a sweet little girl to fool those who lap up that stuff to get them to trust her, but perhaps her real personality is that of a tomboy trouble-maker who likes to fight. Her favorite punching bag seems to be Keitaro and calls him "dork" most of the time. Sarah takes Seta as her father and is very possessive of him. Although at first she dislike Keitaro as much as Motoko and Naru, she soon comes to see him in a new and caring light. When Shinobu seems to become a stand-alone character, her role as Su's constant companion is taken over by Sarah, as the two seem to love playing and making trouble together.
In the Anime:
Her real mommy and daddy live in America and Seta is just taking care of them as a favor to them. We later see that they possibly beat her, causing her to resent the thought of her true parents, though this is confusing, as Seta mentions Sarah's mother.
In the Manga:
Years ago Seta and Haruna traveled with Sarah's mother, both women Seta loved and was loved by. The three of them apparently found an artifact on MolMol Island which Sarah's mother wished to return, but died beforehand.
Sarah has a panda birthmark on her butt.
The only part of her personality that is different is her tendency to swear when alone.

Don't be taken in by her "little cute girl" act, this little firecracker actually has a tomboyish personality and is freakishly strong for just being nine.
In The Anime:
When she first met Keitaro, she pound the living daylights out of him and breaking the artifacts she was "helping" him piece together behind her "Daddy" Seta's back. Sarah is very possessive and loving of Seta even though he is not really her father and can tell who is in love with him; namely Kitsune who she slapped out of frustration for trying to get her to undress while she and Su where soaking in a waterfall on an island.
The reason she didn't want to undress was because her back had horrible scars (it's unknown who beat her) and hated her real parents because of it. She became very upset when Seta said he'd have to leave her at the Hinata Apartments because she thought the residents were weirdos, but eventually adapted to her new surroundings and became Su's second best friend due to her equal love of adventure and trouble-causing.
In The Manga:
Her personality doesn't really change much, aside from sayin "Kuso" when she is alone and frustrated when things aren't going her way. Instead of having bruises, she has a panda-face birthmark on her butt, something she's never even let her daddy seen. Her first attempt to get the Hinata-residents mad enough to make her leave the apartments was to lure Keitaro and Naru onto an island (like she did Su, with the same results) and sometime during the night pulled Keitaro's pants down in her sleep.
After four years Sarah becomes a bit like Su and Shinobou on terms of phyically maturity when they were thirteen, but still considers Seta her "Daddy" and causes some damage and havoc with Su. Here's a bit of a spoiler; in the final volume Keitaro becomes her cousin!
