Haruka is normally the voice of reason for all the craziness that goes on under her grandmother's roof. A chain-smoker, Haruna is rarely seen without a cigarette perched in her mouth, a trait shared by her old flame Seta. Many say Haruka is really cousin to Keitaro instead of his aunt. Although Haruka often seems like a dead-pan woman, she cares deeply for all the young people living under the roof of her grandmother. It's implied she has a home in the back of her tea house and most often appears when rent is due or she wants the residents to work for her. She and Kanako do not seem to mix well together. Perhaps because they are both fond of feeling in charge.
In the Manga:
She is house mother and seems rather fond of avoiding her neice Kanako, almost as if she is afraid of her. Haruka also leaves the run of the Tea House to Kitsune close to the end of the run of the manga.
In the Anime:
The only evidence we recieve about her and Keitaro being cousins is Haruka addressing his mother as his aunt. While Haruka never admits to really being involved with Seta, it is implied during the Spring Break special and first episode of Love Hina Again. Also, rather than appearing alarmed by Kanako's appearance as new appartment manager, she seems to feel Naru has what it takes to deal with her, but later seems to regret it.

Haruka Urashima is the House Mother for the Hinata Apartments and seems to be the only character (apart from Seta) who keeps a level head on her shoulders and sort of a deapanned character with voice to match and is rarily seen without a ciggarette because she happens to be a chain-smoker. She keeps to herself half the time and can make surprising appearances when you least expect to see her if you're not at the teahouse she runs at the foot of the hill of Hinata Apartments. Although she is Keitaro's aunt, if he calls her that, he is usually greeted with a punch to the side of his face because "aunt" can mean the same as "old woman", and it seems that despite the fact that she isn't as engerjetic as the other girls, she wants ot be anything other than old. It is also likely that she and Seta once got married or are divorced, either way, both have a picture of their summertime together when they were both young.

I'd only like to add that she used to have an 'affaire' of some sort with Noriyasu Seta (Naru's ex-tutor). Seta carries a picture of the two of them in Love Hina Spring Special
