Keitaro made a promise to a girl that they would get into Tokyo University together, but Keitaro keeps failing to get in. Even though Keitaro is a good character, I think he's more of a loser than we actually think.

Keitaro is the "hero" of the story, though he often comes off as a complete loser sometimes and more often than not the victim of the attacks from Naru or Motoko either because he walks in on them in embarassing situations or simply because for some reason he's annoyed them both. Although he looks weak, Keitaro can take a lot of punishment and abuse. When he was 10, he met a girl he liked very much and promised to make it into Tokyo U with her, but she moved away before he could ever learn her name and has no idea what she looked like when the anime starts. When he comes to his grandmother's "inn", he has no idea that she turned it into a girls' dorm and has an embarassing first meeting with Naru and has to literally run for his life. Keitaro soon finds he is the new manager of the Hinata Apartments, much to the disapproval of Naru and Motoko, but soon comes to grow on the girls. While it is Naru and Haruka the girls seem to look for group advice more often, the residents still depend on Keitaro and all soon come to see the effects Keitaro has on their lives. According to the anime, poor Keitaro often finds himself fleeing or caught up in the insanity his residents produce. He is madly in love with Naru and is a very loyal person, though sometimes his good intentions end up getting him in more trouble than before. He has two friends named Shirai and Hitani, though they mostly spend their time berating him about how they feel he is being unfaithful to Naru when they catch him with another girl and also becomes an assisstant to Seta. Keitaro is a very nice person who seems to charm girls when he isn't trying. He also becomes able to go head to head with Motoko in terms of combat during the Kanako Arc and becomes a new generation of Seta; i. e. an archeologist.
In the Manga:
Like Naru, Keitaro goes through much more trouble and misery that would break a lesser person, but often keeps beleif that his dreams can come true if he tries hard enough and sometimes seems more mature than some of the other characters. He is also the focus of more of the stories than other characters.
In the Anime:
Keitaro had a great-grandfather named Keske who encountered a doll he named Moe. When Keitaro encountered her, she had been 100 years old and thus became able to have a life of her own, as she could "speak", but only to him and those who were close to him. He helped her walk again and seemed very close to the doll. He also receives a rival in Kentaro, who seems to be his polar opposite.
His family:
Hina Urashima: He doesn't seem to like her very much in the anime, but a loving grandson nonetheless. She's very short and elderly, but wise and knowledgable in matters of dreams and reality. Hina loves to travel and while we see her bid goodbye to the girls in the anime, she is already gone by the time her grandson appears in the manga. It's likely, in the manga, she planned for Kanako to arrive at the Hinata Inn. In the anime, several old men appear repeatedly. These men are rumored to be her ancestors.

Mother: We don't see her, but we hear her telling her son some dreams are impossible to reach, refering to Tokyo U.
Father: Like the mother, we just hear him.
Keskei Urashima: Grandfather to Hina and greatgrandfather to Haruka and Keitaro. Like Keitaro, hes' a nice person and kind to others. He found the doll Moe at a World's Fair in Paris France and brought her back to Japan.

not really a pervert, just a guy with terrible luck, he is always there in the wrong time and it makes others think hes perverted. He always seem to mess up on important times and he is the manager of a girls dormitory.

At the beginning of Love Hina, Urashima Keitaro was a second year ronin and still attempting to get into Toudai. After failing for two years, the only reason why he continues to try for Toudai is because of a promise he made with his childhood sweetheart, whom he cannot remember the name.
After much failure, Keitaro leaves his parent's home and heads for the Hinatasou (Hinata Inn), where his grandmother (Hina Baa-san) is the Kanrinin (Manager). Hina Baa-san sends for Keitaro to go to the Hinatasou to become the new Kanrinin. However, the Hinatasou has been turned into an All-Girls Dormitory.
Keitaro becomes the Kanrinin of the Girls Dorm, after many disagreements. The only way he can stay as the Kanrinin of the Hintatasou is if he passes the Toudai Entrance Exam. However, Keitaro seems to be destined to only failure, yet he continues to fulfill his promise. During this time, he begins to have feelings towards Narusegawa Naru. However, he still has a promise. On top of that he is living with all girls, what will become of Keitaro? And will he ever get into Toudai?
